John Newton Black, San Jose Police Chief joined the San Jose Police Department in 1909 after serving seven years with the Santa Clara Co. Sheriff's office. In 1916 Black who was then a Captain was promoted to Chief of Police, a position he held until his retirement in 1944. Pictured above is Chief Black wearing his custom jeweler made badge with the added banner showing his years served as Chief.
E. D. Bacigalupi was appointed Alviso Police Chief in 1921, a position he held until 1929. He was the 2nd to hold that position, first held by J. L. Mayne who also held the title of Marshal. The first Alviso Chief badge is pictured above left. Chief Bacigalupi was not impressed with the badge and wanted one more fitting to his office. Some time in 1921 he was presented with the sterling silver badge shown above right. However, before the presentation was made the Mayor and friends of the Chief presented him with an enormous badge adorned with a bicycle refector in the center as a joke. See picture below.
