Healy, the 1st City Marshal of San Rafael in 1893.  Made by DWL S.F.  JEH is engraved in the center, the badge is Sterling Silver with a 18k gold raised border.  Healy was also the first Chief of Police when the title was changed from City Marshal.  He was born in 1851 in New York and died January 22, 1920.  In the San Rafael City Directory of 1901 he was still listed as Marshal.  He was a brother of Frank Healy of Marin County  a former Sheriff.

From the book “The Making of Marin” by Jack Mason :
On April 10, 1893, San Rafael became a city of the fifth class, having the required 3,500 residents.  Outlawed first in May of 1894 were cattle drives down fourth street bound either for San Francisco scows or the slaughterhouse on San Rafael Creek which supplied meat to Pacific Mail Steamers.
